I will be purchasing a used trailer hitch in the next few days. Are there
any problems with buying used and also what mounting hardware will I need on
top of the hitch itself? I have a 91 4Runner and it looks as if the fram is
to high to mount directly to the frame. (Hitch would hit bumper) Do I need
to install a spacer?
Any help would be appreciated

You need a hitch that lists the 4 Runner in it’s application chart. Using
spacers or washers will only increase the risk of sheering a bolt off.

Make sure it’s an exact fit for the vehicle application, no "custom"
shims or spacers allowed when there are bolts involved, it can
over-stress them to failure. The proper hitch should clear the
bumper, it will have big steel plates that drop down from the frame
rails to below bumper height before the drawbar is attached.
Inspect the receiver VERY carefully for anything cracked or bent, any
rust or funky-looking welds – if you know someone with a machine shop
that can Magnaflux it (non-destructive crack testing) for cheap, have
them do it. Buy a new batch of proper bolts, Grade 8 or better,
including the matching Grade 8 washers and nuts. (It sounds trite,
but you don’t know where the old bolts have been – or if they’ve been
abused.) Use hand tools and a torque wrench. (NOT an impact wrench!)

Get one that fits the vehicle. Modifying or mounting it how it wasn’t
intended will weaken it unless you know what you are doing and ah, if you
have to ask then… Make sure you get the electrical too.
